Ortus Engineering, P.A. was founded by Elvis Torres, a licensed structural engineer with over 20 years of experience in business development, structural design, and threshold inspections on some of North America’s highest-profile projects. After a career spent navigating the delays inherent in government permitting processes, Elvis set out to build a private provider firm that could deliver the same rigor and compliance, without the bottlenecks.
That vision has grown into a full-service leadership team with decades of combined experience across engineering, architecture, construction, and permitting. Our leadership includes seasoned professionals who have led permitting and plan review for some of South Florida’s most prestigious residential, hospitality, commercial, and mixed-use developments, and project managers with deep roots in both public agency inspection and private construction management. Together, they bring firsthand knowledge of the Florida Building Code and long-standing relationships with municipal building departments across Miami-Dade, Broward, Palm Beach, and beyond.

Private Provider Plan Review and Inspections
Ortus Engineering provides Florida Building Code Compliance services in accordance with Florida Statute 553.791. Serving our clients in the capacity of Private Provider, our staff works in close coordination with the design and building professionals, providing inspections and plan reviews on an accelerated basis. Our service eliminates delays in the building process keeping your project moving on schedule, saving time and cost.
Private Provider Program Benefits
Ortus professionals can provide high quality and thorough plan review and inspection services on a fast track basis. Our team assists in accelerating project completion and processing compliance paperwork in a timely manner while freeing up valuable resources, which will help developers and contractors meet important deadlines.
Additional benefits are cost savings in permit fee reductions offered by municipalities for using Private Provider services, (i.e. City of Miami offers up to a 33% discount and City of Miami Beach offers up to a 25% discount on total permit costs when using a private provider).
Private Provider Services
Also known as “third party inspectors”. Private provider is an alternative to plan review and inspections in lieu of local building departments. This is allowed by Florida Statutes 553.791.
We can “fast track” your project by working directly with your design professional to avoid potential delays while obtaining a permit. Our team goes the extra mile to assist our clients with accelerating project completion. We eliminate the risk of liquidated damages and reduced profits arising from delays with plan review and inspections commonly experienced in the field.
